We have tried calling Microsoft for support, but that wasn't super helpful. Not every user's issue is the exact same, but some users share the exact same issue. Some of them are able to do a "send/receive all" to fix it, while others have to close outlook entirely, and then open it again. They have it in outlook on their phones and tablets, but not on their PC.
